City Council


    The City Council meets on the 2nd and 4th Mondays of the month at 7:00 in the City Council Chambers on the 2nd floor of City Hall.

    Scott Belt
    City Council Member
    Scott A. Belt was first elected to Council in 1998, Council Member Belt is currently serving his second four- year term and is presently Mayor Pro-Tem. Scott and his wife Ann, have four children Kara, Erin, Justin & Chad. Council Member Belt received his education in Iowa schools. Scott graduated from Thomas Jefferson High School in 1975 attended Iowa Western Community College (77 & 82) and The University of Northern Iowa (80). Councilmember Belt is Business Development Director for Midstates Bank. Scott is involved in many civic and service groups in the Community. Scott's credo is 'People Helping People.

    Lynne Branigan
    City Council Member
    Civic Background: Member of CeeBee Ambassadors, Rotary, Heartland Hosts; Current Board of Director Member: Operation Pride Inc., Bluffs Art Council; Past Chairman/President: Pride Week, CB Human Rights Commission, CB Jaycees; Graduate Leadership CB Class VII; and numerous other civic groups and committees. Lynne was elected to her first 4 year term which begins January 2004.

    Melissa M Head
    City Council Member
    Melissa Head is a native of Council Bluffs and a graduate of Lewis Central High School, Iowa Western Community College, Buena Vista University (Council Bluffs Campus), and Creighton University School of Law. Melissa has been an active member of the Iowa Bar Association since 2004. She is a member of the U.S. Army Corps of Engineers Office of Counsel, Omaha District, and supported our troops in Operation Iraqi Freedom by doing three tours of duty in Iraq and Kuwait as a Department of the Army civilian. She serves on the board of the Council Bluffs YMCA and the Council Bluffs Service League. Her family - parents, Ray and Karen Head; grandfather, George Head; brothers Erik Head and Justin Head; and sister-in-law Christine Collins-Head, are all lifelong residents of Council Bluffs.

    Matt Schultz
    City Council Member
    Matt Schultz was elected in 2005 to the Council Bluffs City Council. Matt and his wife, Zola, have two children, Levi and Hyrum. Matt is an attorney and a Partner at the Law Firm Coats, Schultz & Watson LLP in Council Bluffs. He received his J.D. from Creighton University, his B.A. from the University of Iowa, and his Associates Degree from BYU-Idaho. Matt served a two year mission in the country of Argentina for the Church of Jesus Christ of Latter Day Saints. He is also an Eagle Scout and a member of the Centennial Rotary Club in Council Bluffs.

    Matt Walsh
    City Council Member
    First elected to the City Council in 1995, Matt Walsh is currently serving his third four-year term. Matt also serves as the City Council liaison to both the Council Bluffs Public Library and the Mid-American Convention Center. Walsh is a graduate of Creighton University. He is a banker by trade, specializing in commercial business financing. He is a fourth generation resident of Council Bluffs.
